The MTA, the city and the state are seriously remiss in not pushing forward with phase 3, to Houston Street and phase 4 to Hanover Square (Wall Street).   The Q train, which serves phases 1 and 2 turns west at 63rd Street, and does not relieve enough congestion at the Grand Central subway stop.
